This is an explicit site filter, not an official Census definition of a fast-growing place. Change the starting-population field to explore another threshold.
How the starting population changes a growth ranking
Without a minimum-population requirement, Niederwald, Texas leads with 63.13% growth. That change is only 452 additional residents against a starting population of 716. A small denominator can produce a high rate from a change that is modest in absolute terms.
Removing the threshold is a valid way to study small places; retaining it is a valid way to compare larger communities. The research question determines the appropriate universe. Always report the threshold with the result, and compare the percentage with the adjacent absolute-change column. The filtered export preserves the displayed observations and starting population.
